The announcement email regarding information on Conditionally Approved Submissions under the TUBITAK-Wiley 2026–2028 Open Access Agreement is provided below for your information.
“The 2026 quota allocated for Gold/full open access journals was exhausted on 12 August 2026. In order to address the queries received on this matter and to clear up any misunderstandings, it has become necessary to provide the following clarification.
Regarding articles for which an open access application was submitted at the time of submission to the journal in 2026, which were ‘conditionally approved’ as they met TUBITAK’s criteria and are currently in the ‘Under Review’ status:
- Articles with an Acceptance Date of 31 December 2026 or earlier will not be published as open access under the agreement, as the 2026 Gold quota has been exhausted.
- Articles with an Acceptance Date of 1 January 2027 or later may benefit from the 2027 quota, provided that the 2027 quota is active and the other conditions of the agreement are met.
It is recommended that the relevant clause of the TUBITAK Criteria regarding the ‘Acceptance Date’ be reviewed. The status of applications currently shown as ‘Under Review’ in the system and for which conditional approval has previously been granted depends on when the journal editorial board completes the evaluation and acceptance process.
In summary, the granting of conditional approval does not necessarily mean that the article will definitely be published as open access. For the article to benefit from the agreement, the acceptance date must fall within the relevant quota year and there must be quota available for that year. Furthermore, each year’s quota is independent of the others.
The quota allocated for Gold/full open-access journals for 2026 has been exhausted; there is a quota of 156 articles for hybrid journals.
